yes. since dandy's effect resolves when it is in the graveyard.

Btw KingMP ur wrong...


Necrovalley negates the effects of cards that target cards in the Graveyard. (This is the newest errata'd text). Dandylion doesn't, so Necrovalley can't negate it.
