Follow Dark_Armed_Dragon's build and take my fixes:

MONSTERS:

-1 Luster Dragon (3 are overkill. 2 teched Luster Dragons are good, cuz' they can take out Shura, Garoth, Jain, Gladiator Beast Laquari and Elemental Hero Stratos)

-2 Spear Dragon ()

-1 Blizzard Dragon (again, NOT 3)

+3 Red-Eyes Wyvern (good attack + good effect. A must in a Red-Eyes deck)

+2 Magna Drago (lv2 tuner that can be searched via Masked Dragon and can be re-summoned via REDMD for more Synchro Summons. Just Magna Drago + Luster Dragon = Goyo Guardian !)

SPELLS:

-2 Shrink (pretty pointless, in a deck that all of the monsters are beatsticks, except Exploders, that they don't need to win battles, in order to kill something)

+1 Book of Moon (Very good against meta decks. Stops abusing effects such as DAD, Chaos Sorcerer, Snipe Hunter and Brionac, while it can save your monsters from Mirror Force and Bottomless Trap Hole)

TRAPS:

-2 Dimensional Prison (not that good)

+2 Phoenix Wing Wind Blast (Blows up Stardust and any Synchro monster, except Thought Ruler, gives dead draws to the opponent and Dragons that got discarded from this card's cost, can be summoned via Red-Eyes Darkness Metal Dragon)

+1 Solemn Judgment (even in one copy, it saves your monsters from spell and traps AND stops big plays that today's meta decks do)

Now you should have a Dragon deck, better than you entire one. Test Dark_Armed_Dragon's deck with my fixes that I gave above and you'll see the difference.
